Agrarian Fund to buy about 3m tonnes of grain on market in 1.5-2 months

Kyiv, July 13 (Interfax-Ukraine) – The Ukrainian Agrarian Fund plans within one-and-a-half to two months to buy about three million tonnes of grain for the state intervention fund, the fund's deputy director general, Serhiy Lobas, has said.

"We need to do this in one-and-a-half to two months [buy three million tonnes of grain] to help agricultural producers sow winter crops and harvest late crops," he said at a press conference at Interfax-Ukraine on Wednesday.

Lobas noted that currently the Agrarian Fund is conducting tenders to purchase grain and cereal crops two or three times a week. The fund plans to get the possibility of entering the Agrarian Exchange, which would enable it to perform more efficient procurements.

He explained that, under the existing law on public procurement, a bidding procedure takes a lot of time and does not allow the fund to react quickly to changes on the market.

Lobas noted that, according to amendments to the document adopted by the parliament, the Agrarian Fund is allowed to purchase goods and services without using lengthy tender procedures, but that these amendments have not come into force.
