Law on regulation of town-planning could be passed in Q1, 2011, says lawmaker

Kyiv, December 3 (Interfax-Ukraine) – The law on the regulation of town-planning could be adopted by the Verkhovna Rada, Ukraine's parliament, at first reading by the end of this year, according to the deputy head of the parliamentary committee for construction, town-planning, utility economy and regional policy, Ihor Lysov.

"It's likely that the draft law [on the regulation of town-planning] would be submitted to the speaker today. We'll receive it tomorrow, and the committee will consider it. We should pass it at first reading this year," he said at a press conference at Interfax-Ukraine on Thursday.

Lysov said that many amendments and comments would be added to the draft, and time is needed to work on them.

"My forecast is that the document will be [finally] adopted in the first quarter of 2011," he said.

Lysov said that it is necessary to include in the document requirements for the approval of general plans by territorial bodies of a higher level than the territory for which the plans were drawn up, while according to the draft, which has been sent to Interfax-Ukraine, general plans of settlements are considered and approved by relevant rural and town councils.

"The law should stipulate who is responsible for the overall construction of territories, and the expenditure of funds that investors provide," he added.

Acting First Deputy Regional Development and Construction Minister Anatoliy Berkuta said that the draft law permits private houses and dachas, household buildings, additional buildings, social buildings of first and second difficulty categories built without permits to be legalized until December 31, 2012.

The head of the Ukrainian Construction Association (UCA), Lev Partskhaladze, the endorsement of the document would cut corruption by at least 90% and impact the production cost in the construction sector, cutting it by 10-20%.
