Dobrobut will join medical reform in case of settling issue of co-payment for medical services

KYIV. Sept 19 (Interfax-Ukraine) - Dobrobut medical network (Kyiv) is considering the possibility of joining the medical reform and signing an agreement with the National Health Service of Ukraine if the decision on co-payment for medical services is made at the legislative level.

"We have not yet joined the reform, we do not see prospects for ourselves there yet. Maybe it's another niche, but we do not see ourselves there now. If there is co-payment, we would join with pleasure," Oleh Kalashnikov, the director general of the network, said at a press conference at Interfax-Ukraine.

He, in particular, expressed doubts about the economic effectiveness of the reform of primary medical care for private medicine.

"The complexity of this project is that if you do not sign declarations with 2,000 patients, then you will not have enough budget. Everyone thinks that the budget for 2,000 patients including UAH 400 per capita is UAH 800,000, but if you sign declarations with 1,000, then you will not have enough money to maintain the level of service," he said.

"We have very demanding patients," Kalashnikov explained.

In general, according to the director general of Dobrobut, co-financing should be present in the health sector.

"It seems to me that it's not correct to make medicine completely free of charge. It is necessary that the patient pays at least 10-15%, since everything that is free is not clear to the patient. If co-payment is not introduced, we probably will not support this project [the medical reform of secondary and tertiary medical care]. If there is no co-payment, I cannot understand how the reform will be implemented in the sphere of narrowly focused specialists and complex diagnostics," he said.
