Kyiv city proposes cabinet introduces recalculation of fees for heating, hot water if service quality is low

KYIV. Oct 16 (Interfax-Ukraine) – Kyiv City Administration has proposed that the Cabinet of Ministers of Ukraine amends its resolutions Nos. 151 and 630 and introduces a procedure for recalculating fees for central heating and hot tap water supply if the quality of the services provided is low.

Deputy Head of the Kyiv City Administration Petro Panteleyev presented the initiative at a press conference at Interfax-Ukraine on Thursday.

"The first position that Ukrainian law has now is that hot tap water is to start running in no more than two minutes after it was turned on. If it does not run, there are no restrictions or recalculation schemes. There are many these cases… Our position is that if people do not have to pay for the full cost of hot water, amendments to Ukrainian law should be made," he said.

Panteleyev said that the administration also proposed that the cabinet introduces a scheme for revising fees for heating that do not have meters and where the standard method is used to calculate the fee, while there is no heating in common facilities.

This also concerns the automatic recalculation of the fee for heating for residents of houses that were disconnected from heating for more than 12 hours (due to repair or other reasons).

"Ukrainian law says that each resident is to apply to the heating company and the supplier of the service for recalculation. We oppose this approach. If there is mass disconnection and it lasted for a long period of time, the fee should be recalculated automatically," Panteleyev said.

He said that the relevant proposals of the city administration were signed by Kyiv Mayor Vitali Klitschko and sent to the cabinet.
