State should be sole owner of software of all state registers, says State Registration Service

Kyiv, October 7 (Interfax-Ukraine) – The state should be the only owner of software of all state registers, Head of State Registration Service of Ukraine Dmytro Vorona said at a press conference at Interfax-Ukraine on October 4.

He said that after failures with the access of users to databases of registers there is no confidence that in the future there will not be the same problem if the same software is used.

"We cannot be confident in the adequate routing of data between users and our databases. Now, we're seriously thinking about the installation of new software and the replacement of designers to avoid the possibility of blackmail, or any failures in the operation of registers. We support the state being the owner of all software for keeping all state registers. Today, we're very much inclined to design all the required software. We want the system to function without failure, and only the state should be the owner of them," Vorona said.

He said that State Registration Service plans to settle the issue of replacing the software designers in the shortest term.

Vorona said that there was no interference in any database, and information was not leaked.

"The only problem is the break of routing links between the server which manages databases and direct users. The database server worked and works in the normal regime. What have we done? We've given emergency access to users to our database management server," Vorona said.

He said that software designers included in advance the possibility of causing a system failure. He said that the main reason of their actions was the desire of designers to force the Justice Ministry to pay a monthly royalty of UAH 10 million.

"Every month the Justice Ministry paid around UAH 10 million to the software designers, a royalty. If we compare the wage fund of all employees of the Information Center of the Justice Ministry [1,000 programmers] it is UAH 3 million. When software designers wanted to be paid without an audit, the present situation appeared. This was made possible during the designing of the software. The main reason was to get payment. This was the plan, and they foresaw this in advance," Vorona said.

He added that now access to state registers has been fully restored. In the future the service will completely stop any possible attempts to cause failures in the operation of the system.
