Property buyers should not reject technical inventory from Jan 1, says expert
Kyiv, December 24 (Interfax-Ukraine) – Buyers of property before the purchase are recommended to agree the conducting of technical inventory of property with property sellers to make sure that the technical characteristics of the facility are in line with the documents in connection with the cancelation of obligatory technical inventory from January 1, 2013, a private notary, Oleksandr Bychenko, has said.
"The law gives people self-control over the technical state of the things they bought… It will be impossible to issue any claims to the Technical Inventory Bureau if some problems with the acquired apartments appear," Bychenko said at a press conference at Interfax-Ukraine.
Deputy Director of the department for state registration of ownership rights to immovable property at the State Registration Service of Ukraine, Anatoliy Leschenko, said that the obligatory technical inventory is canceled, while no one deprives buyers of the right to propose to the sellers to conduct it.
A managing partner of the OL&RUST Law Firm Roman Khrustenko, said that many property sellers will refuse conducting technical inventory.
"Buyers will have the right to carry out the examination of what they had bought only after the purchase of ownership rights," the lawyer said.
Bychenko also reminded that the notary endorsement and ownership rights to property are to be registered on the same day. If this does not happen, it will be impossible to register ownership rights to property next day.
"The registers monitor each entry with accuracy up to one second. Each notary has own password. We are obliged to register our actions by the end of the day, as the justice department controls this, and no one will risk of transferring the registration to the next day," Bychenko said.
