State should clarify criteria for pilot project on thermal upgrade of houses, say experts
Kyiv, May 30 (Interfax-Ukraine) – The state should support pilot projects for the thermal upgrade of apartment blocks, although all of the criteria should be clarified to make them more effective, the coordinator of the housing and utilities programs of the Opora Civil Network, Tetiana Boiko, has said.
"Thermal modernization projects should be supported, but these should be projects only for thermal modernization… The criteria should be clarified. Homeowner associations should be created, there should be co-financing and the source of co-financing should be confirmed… There should be a complete project. If the board influences the selection of general contractors, there would be a different result," Boiko said at a press conference at Interfax-Ukraine on Tuesday.
Boiko said that the Opora Civil Network has come to such conclusions on the basis of the results of a study conducted in 2010-2011 on the fulfillment of budget financing of energy saving and housing management system upgrade projects. A total of 50 apartment blocks in Chernihiv, Donetsk, Ternopil, Korsun-Shevchenkivky, Yevpatoria, Zhytomyr, Kherson, Pavlohrad and other towns were studied.
A consultant for energy saving at the Opora Civil Network, Oleksandr Horlushko, added that around 90% of the projects analyzed did not realize the energy saving component of the project and their realization mainly resulted in the improvement of housing conditions.
