Under the pretext of agreeing to the evacuation of the civilian population, Russian troops are regrouping troops and consolidating their positions, Andriy Nebytov, chief of police in Kyiv region, said.

"Unfortunately, the enemy is acting vilely, allegedly agreeing to the evacuation of the civilian population, and behind this screen, its troops are being restructured, moving, securing engineering positions," Nebytov said at a press conference in Kyiv on Thursday.
