ATO stopped by SBU's first deputy head, measures to ensure national security introduced by president
In accordance with the published law on ensuring state sovereignty in Donbas, the Anti-Terrorist Operation (ATO) is terminated by the decision of the first deputy head of the Security Service of Ukraine (SBU), and measures to ensure national security are introduced by the president's decision, Ivan Vinnyk, the Secretary of the Verkhovna Rada Committee for National Security and Defense (Petro Poroshenko Bloc faction) has said.
On the air of the 112.Ukraine TV channel, answering the question of the presenter, when the ATO changes to the Operation of Joint Forces, and what their main differences are, Vinnyk replied: "Here, two actions are not interconnected, because ATO and measures to ensure national security can occur simultaneously. The Anti-Terrorism Center carries out Anti-Terrorist Operation on the basis of the law on combating terrorism, therefore, in order to quit the ATO, an appropriate decision of the first deputy head of the Security Service, who is responsible for the fight against terrorism, is needed."
"In order to announce measures to ensure national security - that's the name of the new regime for the use of troops provided for by the published law ... - we need an appropriate decision of the president," Vinnyk explained.
As reported, on February 23 the law "On the peculiarities of the state policy on securing the state sovereignty of Ukraine in the temporarily occupied territories in Donetsk and Luhansk regions" was published he parliamentary newspaper Holos Ukrayiny on Friday.
The law comes into force on the day after publication.
The Verkhovna Rada passed the document on January 18, 2018. The law states that "Russia's temporary occupation of the Ukrainian territories is illegal irrespective of its duration and does not create any territorial rights of Russia."
The law designates as the 'temporarily occupied territories' of Donetsk and Luhansk region the parts of Ukraine where "armed units and the occupation authority of Russia have established and exercise general control over the land and internal waters within the limits of particular districts, cities, settlements, and villages of Donetsk and Luhansk regions, the sea waters adjoining those territories, the subsoil of those territories, and the airspace above them."
There is a special procedure for observing civil rights and freedoms in the 'temporarily occupied territories' of Donetsk and Luhansk regions, the law said.
