Around 15 legal acts should be passed to implement healthcare reform
Around 15 legal acts should be passed to implement the healthcare reform and the law on government financial guarantees of the provision of healthcare services to the public, Head of the subcommittee for supervision over the implementation of healthcare reform Iryna Sysoyenko has said.
"The laws have been adopted. Many bylaws are to be drawn up and approved for their implementation. This is the sphere of responsibility of executive power, in particular, the Health Ministry," she said in an interview with Interfax-Ukraine.
The lawmaker said that the rules for designing sector standard and conducting the appraisal of healthcare technologies should be approved, as well as the rules for implementation of government guarantees for the provision of primary healthcare services to the public, the typical form of the contract on the provision of healthcare services to the public and the rules for functioning of the e-health system.
The conditions and cases of payments in advance for the provision of healthcare services and medicines should be also approved, as well as the rules and term for the provision of subventions from the national budget to local budgets in 2018-2019 to finance municipal healthcare institutions which did not sign the agreements on provision of healthcare services to the public with the authorized agency (the National Health Service), the rules for the implementation of pilot projects in 2018-2019, the rules for voluntary accreditation of healthcare institutions, the rules for assigning and provision of healthcare subsidies, the rules for reimbursement of the cost of medicines under the healthcare guarantee program for the relevant year, the rules for designing the healthcare guarantee program, a draft healthcare guarantee program, the form of declarations and the rules for selecting the primary healthcare doctors, the methods for calculating the tariffs and adjusting coefficients and the tariffs for provision of healthcare services.
"One of the main factors of efficiency of the healthcare reform is the high-quality legislation," Sysoyenko said.
