Severing relations with Russia would require separate bill
The termination of diplomatic relations with Russia cannot be part of the law on the de-occupation of Donbas; that initiative requires a separate document, the Ukrainian Presidential Representative to the Verkhovna Rada and a member of the Petro Poroshenko Bloc faction, Iryna Lutsenko, said.
"There should be a completely different law, so if the legislators who have made suggestions regarding the president's strategy deem this possible, they should suggest another law. It cannot be a two-sentence paragraph. It should be a law, and a procedure should be laid down to regulate the actions of particular agencies, the opening and closing of borders, and many other procedural matters. This is not an issue for the Donbas re-integration law," Lutsenko told reporters in parliament on Thursday.
