Representative of Ukraine in the Trilateral Contact Group (TCG) for the settlement of the situation in Donbas, former President of Ukraine Leonid Kuchma believes that the countries that, according to the Budapest memorandum, should guarantee the security of Ukraine, in particular the United States, must fulfill their obligations.
"The world community and, first and foremost, the United States must implement the Budapest protocol and really make [Russia] do everything that Ukraine could really become a sovereign state. They have mechanisms, but they also need a wish," Kuchma said during the Baltic-Black Sea forum, titled "Dawn of Europe: historical patterns of civilizational choice" in Kyiv on Thursday.
