Chief Military Prosecutor of Ukraine Anatoliy Matios has said that Russia was preparing the doctrines of the hybrid war during 2012-2013
"The doctrine of the hybrid war was being developed by Russia during 2012-2013," Matios said at the presentation of conclusions of the comprehensive expert review into the events near Ilovaisk in August 2014, which took place in Kyiv on Friday.
He also said that soon, enough evidence would be gathered to issue notices of suspicion to those involved in the realization of the hybrid war.
"A little time is left [until all the evidence is gathered]." Matios said.
