Rada adopts bill on Interior Ministry's service centers at first reading

The Verkhovna Rada of Ukraine has adopted at first reading bill No.2567 on services and service centers in the Interior Ministry of Ukraine.

A total of 241 MPs voted for the bill on Tuesday meeting of the parliament.

The bill defines the legal basis for the realization of the rights, freedoms and legal interests of private persons and legal entities in the Interior Ministry's services. According to the bill, a service center has the right to gather, process, store and give out information needed to carry out legal powers and introduce corresponding registries.

The document foresees that a service center has the right to register and maintain a list of vehicles and the cancellation of the registration in the established order. The center will also have the right to verify copies of acts it issues and other documents, as well as store registration and other documents.

The center has the right to create, receive, store any documents (including archive materials) on paper or as a digital file, make amendments to the data, give out any documents or provide information that can lead to legal consequences and use the system of e-document flow, unified automatic means of control, e-signature, signature via digital or technical means. An e-document and its hard copy have legal power. An e-signature as well as a signature via digital or technical means on a document has legal power equal to an ordinary signature.

The bill doesn't allow for storing and giving out personal data on religion or political views, sexual orientation and ethnicity when services are provided.
