Parliament decides against obliging operators to disconnect 'grey' phones

KYIV. July 15 (Interfax-Ukraine) – The Ukrainian parliament has decided against passing draft law No. 1888 on protecting telecommunication service consumers and improving state regulation on radio frequency spectrum use, which among other things foresaw the disconnection of "grey" phones.

Only 174 out of the 226 required supported the draft law.

The lawmakers also decided not to return the document for elaboration to the committee.

"The new thing [in the draft law] is that the law makes theft of mobile phones unnecessary. Thefts would sharply reduce and it would be calmer in the streets," Head of Petro Poroshenko Bloc faction Yuriy Lutsenko said.

The draft law foresaw the creation of a register of identifiers of radio electronic devices. The communications operators could be obliged to disconnect equipment marked as not permitted for use in telecommunications networks in the register.

Mobile operators opposed the adoption of the proposal.
