Russia's target to make Kyiv create enclave in Donbas with leverage in region - Kuchma

Ukrainian representative in the Trilateral Contact Group, member of the Constitutional Commission, the second President of Ukraine Leonid Kuchma believes that Russia's target in Ukraine's decentralization is making Kyiv give Donbas as much leverage as possible.

"As for the decentralization. Everyone understands it in their own way. And the main Russians' problem today is to make Ukrainians create such an enclave in Donbas that would have all the leverage in the region: both in economic activity and political branches, etc.," he told journalists in Zhytomyr on Thursday.

Kuchma said that increasing the powers of regions as part of the decentralization is necessary; however the problem is that all interested parties in Ukraine understand decentralization in their own way.

"Tomorrow the Constitutional Commission will meet again. We'll see what we'll agree on there. I don't know yet, as there are too many questions (that you and I see from the press). Everybody sees decentralization in their own way," he said.
