Impunity for those involved in Donbas under law passed by Rada – Ukraine's foreign minister
An amnesty for people involved in the events taking place in eastern Ukraine will take place solely under a law adopted by the Verkhovna Rada and militants' leaders will not be pardoned, Ukraine's Foreign Minister Pavlo Klimkin said.
"Amnesty will take place solely under the law that was debated here, in this hall," Klimkin said in the Ukrainian parliament on Friday.
Responding to a question as to whether there will be a presidential decree pardoning the militants leaders, the minister said: "The answer is simple: no."
"Any steps on so-called amnesty will take place under a law that was debated in the Verkhovna Rada. Moreover, there is no way this amnesty can be granted to those who were involved in crimes against humanity. It's an absolute position and it was clearly emphasized in yesterday's negotiations," Klimkin said.
