Complications arise in Normandy Quartet talks in Minsk, hope for success still exists - source
Some complications have arisen in the negotiations between the Normandy Quartet leaders (France, Germany, Russia and Ukraine) on settling the Ukraine crisis in Minsk, but the chance of a good outcome still exists, a source familiar with the situation told Interfax.
"It's true that some problems have arisen in the negotiations, in particular, those related to the DPR and LPR [the self-proclaimed Donetsk and Luhansk people's republics] leaders' refusal to sign the final document," the source said.
"A hope for a favorable outcome still exists, and opportunities for a compromise haven't yet been exhausted," he said.
