LIOU presents alternative approach to health insurance development in Kyiv

The concept of voluntary health insurance in Kyiv, developed by the League of Insurance Organizations of Ukraine (LIOU), is correlated with the strategic approaches that should become the basis of state policy in the sphere of financing the health care system, creating legal and economic conditions for organizing the market of compulsory and voluntary health insurance.

"The project developed by the LIOU is based on the experience of such countries as the Netherlands, Slovakia, and Georgia. Its successful implementation could serve as a basis for the reform of health care financing through public-private partnership," LIOU President Oleksandr Zaletov said at the conference "The reform of the health care system in Ukraine."

According to the expert, the main purpose of the citywide voluntary medical insurance of employees of enterprises and institutions in Kyiv, i.e. the municipal project, is the transfer of funds from the shadow turnover to the legislative channel and the formation of effective and transparent market mechanisms for the functioning of health care institutions.
