Luhansk Mayor Serhiy Kravchenko has declared three days of mourning for civilians killed in the fighting.
"As a result of armed clashes, we're losing the most precious thing we have - the lives of innocent residents of Luhansk who were not on the front lines, but in residential areas during the fighting. Over the last three days alone 17 civilians have been killed, and 73 people have sustained shrapnel and gunshot wounds. Due to the tragic events I have made the decision to declare July 15, 16 and 17 days of mourning in Luhansk," the mayor said in a statement posted on his official Web site on Tuesday.
