Ukraine's election campaign tarnished by administrative resource – OSCE/ODIHR observer
The Ukrainian parliamentary election cannot be qualified as democratic because it failed to meet certain requirements, and also because of the wide use of administrative resources, Audrey Glover, head of the OSCE/ODIHR long-term election observation mission, told reporters in Kyiv on Monday.
For an election to be democratic, it must meet certain demands, she said. Regrettably, those demands have not been fulfilled, she added.
