Ukrainian President Viktor Yanukovych has spoken against ministries' becoming monopolies in the licensing system.
Speaking at a meeting of administrative and economic officials in Simferopol on Tuesday, Yanukovych said, citing a report from the first deputy head of the presidential administration, Iryna Akimova, that the Cabinet of Ministers had adopted a resolution that gives the Environment Ministry the last say in the licensing system.
"The Environment Ministry is trying to take advantage and wants to have the last say in the licensing system so that one would have to travel to Kyiv to get permission from the environment minister. I will never allow it… We will cancel this resolution if it has been adopted already," Yanukovych said.
