Ukraine forms national reserve of mobile, modular energy equipment – ​​Kuleba

Ukraine is forming a National Reserve of Mobile and Modular Energy Equipment for rapid recovery after attacks, said Deputy Prime Minister for Reconstruction of Ukraine – Minister of Communities and Territories Development Oleksiy Kuleba.

"We are forming a National Reserve of mobile and modular energy equipment. These solutions make it possible to quickly restore critical infrastructure after attacks. We conveyed our priority needs to the Norwegian delegation during the meeting," he wrote on Telegram.

Kuleba said he discussed Ukraine’s energy resilience with Norwegian Foreign Minister Espen Barth Eide, including the construction of physical protection for energy facilities.

According to Kuleba, Norway on Monday announced the allocation of about $400 million to cover Ukraine’s urgent needs this winter.

The minister also emphasized that thermal power plants remain one of the main targets of Russian attacks. "During the most recent large-scale strike alone, the enemy used more than 20 missiles against them. Russia is trying to provoke a large-scale humanitarian crisis — we are doing everything to prevent this," he said.

The sides also discussed housing reconstruction. "The Nansen Program is crucial for us: in 2025 its funding reached NOK 85 billion, three times higher than originally planned," Kuleba said.

He added that extending the program through 2030 with total funding of NOK 205 is a clear signal of trust in Ukraine.

"I also thanked Norway for supporting the effective HOPE, RELINC and Re-Power programs. Equally important is the partnership with NEFCO, with EUR 16 million invested in energy efficiency projects," the minister said.
