Govt simplifies process for manufacturers to confirm local content in public procurement
Ukrainian producers will be able to more quickly and easily confirm the domestic origin of their products when participating in public procurement. The government has identified an optimal list of documents that is less burdensome for businesses and provides increased protection against unfair competition, according to the Ministry of Economy, Environment, and Agriculture.
The agency clarified that the Cabinet of Ministers made the corresponding decision at a meeting on Friday.
"After tightening localization requirements, we continued our dialogue with Ukrainian manufacturers and received a number of inquiries regarding the practical application of the new rules. In response, the government decided to streamline localization confirmation procedures—without losing control, but with a reduced burden on manufacturers. This will protect domestic producers from unfair competition, create conditions for the efficient production of high-quality goods, and simultaneously ensure uninterrupted supplies of critical equipment during wartime," said Vitaliy Kindrativ, Deputy Minister of Economy, Environment, and Agriculture of Ukraine.
The Ministry of Economy noted that tax reporting will be simplified: manufacturers will submit tax returns without attachments instead of a separate 4DF form, and the requirement to submit a product sample test report will be eliminated, reducing the amount of duplicate documentation.
As reported, in October 2025, the government tightened requirements for localization verification in public procurement, expanding the list of required documents and verification tools.
