Kallas appoints special envoy to coordinate efforts to combat Russia's shadow fleet
European Union High Representative Kaja Kallas has appointed a special representative to coordinate efforts to combat Russia's "shadow fleet".
She made the announcement on Monday in Luxembourg after a meeting of EU foreign ministers.
Kallas said that ministers had discussed a more decisive response to Moscow’s so-called "shadow fleet," which, according to her, financed Russia’s war and served as a launch pad for hybrid attacks. She noted that the discussion included expanding the powers to board "shadow fleet" vessels. Kallas added that she had appointed a special envoy, now acting as a coordinator, to collect best practices from different EU member states and to enable faster action on these issues.
She emphasized that, in her view, further reducing Russian military funding would require a more decisive pan-European approach against the "shadow fleet."
