Ukraine to reconstruct railway checkpoint Yahodyn, modernize road from border to Kovel by 2030

Ukraine plans complete reconstruction and technical re-equipment of the railway communication checkpoint Yahodyn on the border with Poland by 2030, as well as to modernize the railway section from the border to Kovel with the creation of a customs control point there.

According to the Operational Plan of the Strategy for the Development of Border Infrastructure with EU Countries and the Republic of Moldova until 2030, posted on the website of the Cabinet of Ministers, it is planned to modernize the track with a width of 1,435 mm (European standard) and electrify the railway from Kovel to the state border of Poland.

For the modernization of European tracks at the Yahodyn station within the checkpoint boundaries, UAH 16.6 million is allocated in 2025 and UAH 310,000 in 2026 out of the required UAH 31.75 million through the CEF project (covers 50% of the project's needs) and other types of international assistance. In 2024, some UAH 14.84 million was allocated for the project.

Also, the modernization of the railway infrastructure between Lyuboml, Maciej (Poland) and Kovel is envisaged. In 2025, some UAH 1.15 billion is allocated for financing this project, in 2026 - UAH 869.2 million out of the required UAH 2.77 billion. In 2024, some UAH 256.9 million was allocated. Financing is also carried out through the CEF mechanism and other types of international technical assistance.

It is planned to reconstruct the railway structures with electrification of the direction Kovel-Yahodyn-state border with the Republic of Poland. Financing of this project will begin in 2026 - it is expected to allocate UAH 1.54 billion out of the required UAH 12.37 billion. In 2027, some UAH 2.78 billion will be financed, in 2029 - UAH 2.78 billion, and in 2030 - UAH 2.47 billion through international technical assistance and the state budget.

In 2026, it is planned to create a customs control point for passengers at the Kovel station, for which UAH 2 million will be allocated at the expense of international technical assistance and the state budget. It is also planned to equip a checkpoint across the state border for rail traffic, which involves the installation of a stationary scanning system for inspecting rolling stock on the Yahodyn-Dorohusk section, for which UAH 113.3 million out of the required UAH 331.2 million will be allocated in 2025 at the expense of the state budget. In 2024, some UAH 113.3 million was allocated for the project.

The project will include the installation of dynamic wagon scales on tracks with a width of 1,520 mm and 1,435 mm (European standard). For this purpose, UAH 2.4 million will be allocated in 2025. Some UAH 600,000 was allocated in 2024.

It was previously reported that the Border Infrastructure Development Strategy provides that priority will be given to border infrastructure included in the Trans-European Transport Network (TEN-T) maps, which will provide access to EU financial instruments.
