Govt limits payment of special pensions over UAH 23,600 for period of martial law in 2025

The Government of Ukraine has limited the payment of special pensions for the period of martial law in 2025, the amount of which is more than UAH 23,610 - 10 subsistence minimums for persons who have lost their ability to work, introducing corresponding reduction coefficients for amounts that exceed this threshold.

According to Cabinet of Ministers Resolution No. 1 of January 3, published on the government portal, for some pensions from 10 to 11 subsistence minimums, the coefficient is 0.5, from 11 to 13 subsistence minimums - 0.4, from 13 to 17 subsistence minimums - 0.3, and from 17 to 21 subsistence minimums - 0.2.

For all payments over 21 subsistence minimums, the coefficient is set at 0.1, that is, the amounts of payments after UAH 49,580 will be reduced by 90%.

It is specified that this restriction does not apply to persons who directly participated in the Anti-Terrorist Operation (ATO) and ensured its implementation, were directly in the areas of the ATO, directly participated in events necessary to ensure the defense of Ukraine, protection of the population and interests of the state in connection with military aggression of the Russian Federation against Ukraine, were directly in the areas and during the implementation of these events, as well as to pensions in case of loss of a breadwinner, granted to family members of the deceased (dead, missing).
