New cargo transit rules across Russia apply only on transportation from Ukraine to Kazakhstan
The new cargo transit rules across Russia imposed unanimously under decree No. 1 of January 1, 2016 by the Russian president apply only to the transportation of cargo from Ukraine to Kazakhstan and they concern all types of permits: both one-time and CEMT permits, the Infrastructure Ministry of Ukraine has reported.
"We remind that this transit cargo is transported only via the concrete checkpoint on the border between Belarus and Russia. Cargos are to be sealed on the whole route on the territory of Russia," the ministry said.
According to the explanations of Russia, the typical regime is used for deliveries to any other country and back shipments from Kazakhstan to Ukraine, without sealing and via operating checkpoints.
"In these cases the refusal to settle customs clearance for cargos by Russian customs services is violation of the current agreement between Russia and Ukraine and Russian law," the ministry said.
