Technological neutrality principle to be introduced no earlier than 2016 - NCCR head
The implementation of the technological neutrality principle will not occur until at least next year, Chairman of the National Commission for Communications Regulation (NCCR) Oleksandr Zhyvotovsky has told reporters, after holding a tender for 3G communications.
When asked why he came to this conclusion, the NCCR head noted that two problems must be solved before the introduction of the technological neutrality principle.
Firstly, the frequency spectrum should be studied, which could be used for the implementation of new generation communications standards, in particular 4G.
The second problem is legislative regulation of the mechanism for sharing frequencies. According to the expert, these issues are unlikely to be resolved any earlier than next year.
The principle of technological neutrality allows the introduction of new technologies using the operators' existing frequencies. JSC Kyivstar supports the implementation of this principle. According to experts, the company has enough frequency resources to introduce 4G communications.
