The Cabinet of Ministers of Ukraine at a meeting on November 15 approved a plan of measures to implement the concept of reforming the system of financing health care until 2020.

The plan includes a number of activities to create legal frameworks for a new funding system. In particular, the matter concerns simplifying conditions for obtaining a license for medical practice, approving internship and residency regulations for graduates of medical and pharmaceutical higher education institutions.

In addition, the plan includes measures to create a single national customer of services, in particular, the introduction of a draft decree on the establishment and development of the National Health Care Service and its submission to the government for consideration.

As for budgetary health facilities, the plan provides for the adoption of regulations aimed at approving the requirements for medical services providers, methods for calculating the cost of medical services, and a list of institutions that are not subject to reorganization into state or municipal non-profit enterprises.

In addition, the plan provides for the development and approval of a number of documents on supervisory boards that will function in health care facilities, as well as an approximate agreement between the medical institution and the administrator of budget funds.
