Detention facility in Kyiv undergoes spot check after UN report on torture

An unscheduled inspection of a Kyiv detention facility of the Ukrainian Security Service took place on Monday morning, the Ukrainian prosecutor general's spokesperson Larysa Sarhan said.

"A detention facility of the Ukrainian Security Service is currently undergoing the unscheduled inspection. Ukrainian Prosecutor General Yuriy Lutsenko invited Human Rights Commissioner Valeria Lutkovska and the head of the Ukrainian Security Service Vasyl Hrytsak to inspect one of the detention facilities in response to the statement made by the UN Assistant Secretary-General for Human rights Ivan Simonovic on the cases of torture in Ukraine inflicted both by the Ukrainian Security Service and the separatists," she said on her Facebook page on Monday.

The UN Human Rights Office published a report in which it accused both the Ukrainian side and the armed groups in eastern Ukraine of human rights violations, including torture and ill-treatment of captives, on June 3.

"Enforced disappearances, arbitrary detention, torture and ill-treatment remain deeply entrenched practices, both in the territories controlled by the armed groups [in Donbas] and in the territories controlled by the government," the report said.

According to the report, the Ukrainian Security Service among others bears responsibility for violations of human rights.
