The state-owned enterprise Restoration Project Management Group will undergo anti-corruption certification and will operate on a fee-based model (the fee depends on the budget), head of the agency Mustafa Nayyem said in an exclusive interview with Interfax-Ukraine.

“We believe in our strengths and capabilities to create a transparent institution in the implementation of restoration projects according to international procedures. One of our missions is to prove this through the example of specific projects. For this, we have created the Project Management Group of the Reconstruction Agency in the form of a state enterprise, whose team has many years of experience in supporting such projects,” he said.

According to Nayyem, the main task of the group is to manage projects with international funding, prepare and conduct all procedures according to international rules.

“It is important that such institutional capacity is formed within the agency’s system and that qualified personnel are further trained and experience is accumulated. We are already in the negotiation process with various donors, so that after approval in Brussels or Washington, all further procedures for project implementation take place in Kyiv. The ultimate goal to create an institution that will become a support for all international financial institutions in the implementation of reconstruction projects in any area, in any region, on any scale. This ability must be proven with real steps to the government leadership, civil society, and donors," Nayyem noted.

He gave the example of the European Commission's Connecting Europe Facilities (CEF) program with a budget of EUR60 million, which are divided into five countries - Romania, Poland, Hungary, Slovakia, Ukraine joined this instrument for the first time.

According to him, the structure of the group has already been created, the functional responsibilities and staffing structure are now being approved, and certification according to the international anti-corruption standard ISO 9001 has begun.
