Registration of property pegged to land parcels should be introduced in Ukraine – Justice ministry

KYIV. Oct 26 (Interfax-Ukraine) – The introduction of registration of constructed real estate facilities pegged to a land parcel in Ukraine could protect investors in primary housing and avoid double sale of apartments by constructors, Head of the Regulatory and Legal Support Department of the State Registration of the Justice Ministry of Ukraine Anatoliy Leschenko has said.

"In theory, it is enough to change the address, and legally this is another facility. The address is not a proper identifier of a real estate facility," he said at a press conference at Interfax-Ukraine on Tuesday, adding that at present, the registration of property in Ukraine is pegged to addresses.

He also said that the identification of a property is a serious problem for registration agencies.

"Local authorities have powers to assign addresses. However, with good lawyers any property can be removed from control, in contrast to a land parcel," he said.

Leschenko said that land parcels created after 2013 are reflected in the cadaster, and any interference can be seen. The situation in the real estate sphere is different.

He believes that a property should be pegged to a land parcel and should have a unique number that will have a duplicate in the cadaster number.
