Professional community concerned about non-availability of concept for development of Ukraine's health care system

KYIV. March 7 (Interfax-Ukraine) - The professional community is concerned about the non-availability of documents that define the concept, strategy and plan for reforming and developing the health care system in Ukraine.

"We are concerned about the non-availability of a system of the proposed reforms. First of all, there is no funding system in all the documents, and it defines a particular healthcare system," chairman of the council of the Kyiv City Health Workers' Trade Union Larysa Kanarovska said at a press conference at Interfax-Ukraine.

She said the documents posted on the website of the Ministry of Health violate a number of articles of the Constitution of Ukraine and other legislative acts.

Member of the board of the All-Ukrainian Medical Community Kostiantyn Naduty, in turn, also noted the absence of a clear plan for reforming the health care system in Ukraine.

"Ideas that are mentioned only in presentations and are indicated only in some documents that we saw are not properly documented in the form of legal documents," he said.

According to Naduty, this creates risks of subjective interpretation of the health care system reform and its possible sabotage. At the same time, the existing concept of reforming health system financing is one of the fragments of necessary changes.

"Nothing is said about governance and leadership," he said.
