'New Ukraine' Institute for Strategic Studies issues crisis bailout package for Donbas

Kyiv, July 9 (Interfax-Ukraine) – "New Ukraine" Institute for Strategic Studies has offered its crisis bailout plan to restore Donbas entitled "Peace and Economic Development in Donbas."

"We base on the first and the main thesis that a complex of anti-crisis measures can't be local in its directions. This should be an integral action program or a plan and that's why the peculiarity of the plan we offer is that we tried to unite all key tasks into the single action system," director of the New Ukraine Institute Andriy Yermolayev said at a press conference hosted by Interfax-Ukraine on Wednesday.

He said that the plan foresees institutional maintenance of the proposed measures, or mechanisms of their implementation.

Yermolayev said the institute's proposal is to make a parliamentary-governmental committee with special authorities to settle the conflict in Luhansk and Donetsk regions. The committee, in turn, is to elaborate a state program on rehabilitation and social-economical rebirth of the region.

The crisis bailout plan stresses that early elections in the region are possible just after the situation in the region stabilizes. Such elections must be held in two stages: on the level of separate territorial communities, then on the regional level.

The director also said that the plan foresees mechanisms of settlement anthropogenic and social-cultural problems.

Moreover, Yermolayev said that the plan has been designed taking into consideration scenarios of the development of the events in Donbas, negative as well.
