Kyiv, December 12 (Interfax-Ukraine) – The CIS-EMO International Election Monitoring Organization has said that the by-elections to the Verkhovna Rada, Ukraine's parliament, in at least two constituencies – No. 223 in Kyiv and No. 94 in Obukhiv (Kyiv region) – should be rescheduled in connection with the current political situation in Ukraine, CIS-EMO Head Alexander Bedritsky said at a press conference hosted by Interfax-Ukraine on December 11.

"We think the elections in at least the 223rd and 94th constituencies should be postponed. Holding the elections in such conditions [of political instability] means further the destabilization of the situation," he said.

According to Bedritsky, the ballot paper in the 223rd constituency includes 70 candidates, and many of them are just technical candidates.

"The lion's share of the candidates are just lines in the ballot paper. It will be difficult for the voters to sort it out," he said.

CIS-EMO senior expert Vladimir Artyomenko also said that not all invitations for the elections that were supposed to be sent out by December 4 have been delivered.

When asked what mechanism could be used to reschedule the elections, Bedritsky said that the Central Election Commission could not take such a decision.

"This should be a political decision. The government or president can make it," he said.

"The elections should be put off until the time when the situation in the country is back to normal," Bedritsky said.

He stressed that CIS-EMO will anyway monitor the situation and sum up the monitoring at a press conference on December 16.

The by-elections to the Verkhovna Rada in five constituencies are scheduled for December 15.
