Reconstruction Ministry presents test version of Geographic Information System for Regional Development

Ukraine's Ministry of Communities, Territories and Infrastructure Development presented a test version of the Unified Geographic Information System (GIS) for monitoring and assessing the development of regions and communities.

"GIS is a powerful tool for implementing the state policy of regional development. The system streamlines work with regional statistics data, transferring them from paper to digital format. We will receive data on the real state of communities and territories, which serve as the basis for effective planning and transparent use of budget funds. In addition, GIS indicators will be harmonized with European ones, which will allow Ukraine to gain access to the best policies and EU funding programs," said Deputy Prime Minister for the Reconstruction of Ukraine, Minister of Communities, Territories and Infrastructure Development Oleksandr Kubrakov during a presentation.

The unified geographic information system (GIS) for monitoring and assessing the development of regions and communities provides access to regional data in the form of a set of layers on an interactive map (destruction data, changes in population, number of legal entities, access to social services, functional types of territories, etc). The implementation of the system allows us to move to smart planning of community development and implementation of regional policies based on data.

"The development of basic GIS functions will be completed in May and presented in June 2024. I hope we will be able to fully use this system from the beginning of next year," said Deputy Minister of Communities, Territories and Infrastructure Development of Ukraine Oleksandra Azarkhina.

The GIS consists of a public part, accessible to everyone, as well as an administrative part - for entering verified data, planning and control, which will be available to communities, regional administrations and government organizations, the Ministry of Communities, Territories and Infrastructure Development and Ukraine's State Agency for Reconstruction and Infrastructure Development. GIS also offers a unified framework for structuring planning documents, which allows automating the determination of tasks and indicators of regional development.

The next version of the system will allow data-based modeling of community development scenarios and data-driven planning. And also to evaluate the efficiency of expenditures of the State Regional Development Fund and the investment index of individual communities and regions.
