PACE resolution on Ukraine a clear signal for Russian delegates

The resolution of the Parliamentary Assembly of the Council of Europe (PACE) "Humanitarian consequences of the war in Ukraine," which condemn military actions against Ukraine and human rights violations in occupied Crimea, is a clear signal to Russian delegates, Ukraine's Permanent Representative to the Council of Europe Dmytro Kuleba has said.

"On the day when two deputies from Russia came to the PACE to change sentiments on the return of the Russian delegation to this body, the assembly adopted a resolution that clearly condemns Russia's war against Ukraine and, accordingly, contains demands for the Russian side. This is a very clear signal that did not make Russian delegates happy," he told Interfax-Ukraine on Wednesday.

Kuleba also noted that PACE deputies had supported the amendments of the Ukrainian parliamentarians that "significantly strengthened the text of the resolution in the context of the responsibility of the Russian side for the humanitarian consequences of Russian aggression against Ukraine."

"It is especially important to us that the assembly welcomed the exchange of prisoners, which took place in December 2017, and calls on all parties to continue the negotiation process on this issue," the ambassador said.

The diplomat stressed that it was also important to Ukraine that the PACE condemned Russian policy aimed at changing the demographic composition of the population in illegally annexed Crimea.

"They force the pro-Ukrainian population and the Crimean Tatars to leave their homeland, while simultaneously contributing to the migration of Russians to Crimea," Kuleba said.

He also noted that the resolution calls on Ukraine to ratify the Rome Statute of the International Criminal Court.

"According to the PACE, this will help investigate violations of international humanitarian law committed during Russian aggression against Ukraine," Kuleba said.
