Economy ministry proposes introducing declarative principle for tourism market regulation

The Economic Development and Trade Ministry has proposed that the provision of tourism services is adapted to the EU rules and a declarative principle in the sphere of regulation of the tourism market is introduced.

This is outlined in a bill amending some Ukrainian laws related to tourism posted on the ministry's website for public discussion.

The bill proposes, in particular, that the definition of the main terms in accordance with generally accepted international definitions are expanded, taking into account the classification of the UN World Tourism Organization, the types of tourism depending on the direction of tourist flows, the way the tour is organized, the categories of travelers, their age group, sources travel financing, purposes, modes of transportation or other characteristics are classified.

In addition, the bill provides for a declarative principle of obtaining the right to carry out tourism activities. Tourism entities will report their intention to carry out these activities by submitting a declaration in which they will confirm their compliance with the requirements established in the law on tourism in line with the types of tourism activities.

Information on tourism entities that submitted the declaration is placed to the register of tourism entities and in the unified public register of legal entities, individual entrepreneurs and public associations.

The State Service of Ukraine for Food Safety and Consumers' Rights Protection will be authorized to supervise operations of tour operators, travel agencies and travel agents.
