Ukraine's health care costs, lowest in Europe, spent on one of most cumbersome sectoral infrastructures – study

Ukraine's health care costs of $77 per capita as of 2015, which are the lowest in Europe, are spent on one of the most cumbersome health infrastructures in Central Europe.

This conclusion was achieved by the authors of a study conducted in late 2017 by the World Bank, the United Nations Development Program (UNDP), and the Kyiv School of Economics.

According to the research, currently relatively low health care costs in Ukraine support one of the largest excessively cumbersome health infrastructures in Central Europe, which has 0.4 hospitals, 7.4 beds, 4.4 doctors and 8.6 nurses per 1,000 people of the population.

The authors of the study note that the deficit of public resources in the health care sector in Ukraine is increasing due to their inefficient use.

At the same time, in general, the distribution of health care spending in Ukraine is carried out in favor of hospital services rather than cheaper preventive measures. In addition, the authors of the study note an opaque parallel system of cash payment for services, which threatens the access of Ukrainian patients to treatment.
