Ukrainian Prosecutor General Yuriy Lutsenko advocates the change of the rules of re-registering ownership papers in the agricultural sector, which would help combating illegal seizures.

"We should make two systemic steps: change the rules of re-registering ownership or rental documents in agriculture, as the current system simply opened doors to all fraudsters… The second issue is that it time when we need to authorize elected communities to manage land outside cities and towns," Lutsenko said at a meeting of the Regional Development Council in Kyiv on Tuesday.

He said that in the past year the number of illegal seizures in agriculture significantly fell.

"This year the situation has improved, as there were no large-scale battles for harvest, appropriations of harvest in large amount, illegal changes of owners of firms, appropriation of machinery, while rare cases were still seen," he said.
