Turchynov favors passage of Rada law for reliable information, cyber defense

National Security and Defense Council (NSDC) Secretary Oleksandr Turchynov has said he favors passage of a draft bill to regulate legal issues and provide reliable informational and cyber security.

"We can't talk today about being fully safe against cyber attacks, but we are doing everything to strengthen our defenses. In order to stop cyber aggression we need serious resources in addition to understanding the threats we face. It's also necessary to amend legislative acts which do not ensure legal mechanism for defending society and the government in conditions of fast-developing information technology," Turchynov said in an exclusive interview with the Kyiv-based Interfax-Ukraine news agency.

The NSDC secretary cited the decision to block Russian websites and social media platforms, which posed serious technological and legal problems.

"Some providers required an entire month to implement the decision. In addition, there are more than enough ways to technically get around enforcing the measure which are used by cyber criminals and ordinary criminals, who sell everything from narcotics to child pornography," Turchynov said.

The NSDC secretary said Ukraine is in talks with NATO on the issue of cyber security inasmuch as the problem concerns all NATO allies.

"Cybernetic and informational aggression is a problem shared by a number of countries. There is cooperation working on this issue, theoretically for now, but we hope practically, as well, in the future," the NSDC secretary said.
