German, Ukrainian border guards identify cross-border crime main threats

At the Administration of the State Border Guard Service of Ukraine on Thursday First Deputy Head of the State Border Guard Service of Ukraine, Lieutenant-General Vasyl Servatiuk and Vice President of the German Federal Police Juergen Schubert have held the presentation of the results of analytical studies of cross-border crime for representatives of various agencies and international experts. The studies were conducted according to the plan of bilateral cooperation in the framework of the implementation of the integrated border management concept approved by the Cabinet of Ministers of Ukraine.

"A joint threats analysis was preceded by painstaking work in the field of information exchange between experts of risk analysis management of Ukraine's State Border Guard Service and information analysis of the German Federal Police, where the use of common methods based on the analysis of the updated joint integrated risk analysis model of EU member states (CIRAM 2.0) allowed to make both general conclusions and envisage certain events in the future," the press service of the Ukrainian State Border Guard Service quoted Servatiuk.

It was concluded in the result of the joint assessment that the situation on the Ukrainian border with the EU member countries is stable and controlled as a whole.

The main threats in the border sphere are illegal migration, including with the use of false documents and another person's documents, illegal movement of goods, especially of excise group and arms smuggling with drug trafficking.

According to experts' findings on the migration situation, 872 people have been detained on the Ukrainian border as of ten months of this year period (1,540 in 2015), which is, in comparison to European figures, is only 0.1% of the total number of illegal migrants who were found at the external EU borders.

The following year, the border guards predict the preservation of the activity of illegal migration and the smuggling of goods, including cross-border activities of criminal groups on the use of the territory of Ukraine as a transit direction to the EU. The rise of offenses committed by Ukrainian citizens in Germany in the spheres of migration and illegal stay are also predicted. An increase of a terrorist threat is forecast too, taking into consideration the security situation around Ukraine and the EU member states.

Leaders of the State Border Guard Service and Federal Police expressed hope for the development and expansion of cooperation between the law enforcement agencies of Ukraine and Germany, which will provide effective resistance to cross-border crime and strengthen the security of both countries.
