Only JCCC officers to stay in designated Donbas areas after forces' withdrawal - agreement

Only officers from the Joint Center for Control and Coordination (JCCC) will be permitted to stay in the areas from where the Donbas conflicting sides are compelled to withdraw their forces and hardware, the Trilateral Contact Group for settlement in eastern Ukraine said in a framework decision signed in Minsk on Thursday.

"After disengagement of forces, Ukrainian army servicemen and representatives of armed formations from individual districts of Donetsk and Luhansk regions of Ukraine shall not be present in the disengagement areas under any circumstances, and only JCCC officers shall be permitted to stay there," the document published on the OSCE website on Thursday said.

The framework decision imposed a full ban on movement of forces and hardware in those areas.

The signatories compelled the conflicting sides to rapidly respond to violations recorded by the OSCE SMM: movement or deployment of forces and hardware in disengagement areas, shelling or mining of disengagement areas, and hindrances to OSCE SMM movement, including denied access to those areas.

The JCCC pledged to assist in a complete ceasefire on both sides of the disengagement areas, to rapidly respond to possible hindering of OSCE SMM monitoring and verification efforts, and to provide security of mission members.

The document said that in case of a ceasefire violation lasting for more than two hours, "the process of disengagement of forces and hardware may be suspended, and forces and hardware may be redeployed to their initial positions."

The disengagement process will be completed within 30 days following the final ceasefire, it said.

"The disengagement areas should be at least 2 kilometers wide and 2 kilometers deep," the document said.

Trilateral Contact Group members signed the framework decision on disengagement of forces and hardware of the Donbas conflicting sides in three areas. Signatures were placed by authorized representatives of the parties: Leonid Kuchma for Ukraine, Martin Sajdik for the OSCE, and Boris Gryzlov for Russia. The document was initialed by the negotiators from the self-proclaimed Donetsk and Luhansk People's Republics, Denis Pushilin and Vladislav Deinego.

The document prescribes creation of three security zones on the Donbas contact line near the populated localities of Zolote, Petrovske and Stanytsia Luhanska. Each zone will be at least four square kilometers in size.
