Ad hoc court system could be introduced during transition period – Justice minister

Ukraine's Justice Ministry is developing a concept for creating ad hoc courts that will function until judicial reform is launched and judicial authorities replaced

"Our plans regarding judicial reform… The major judicial reform that I hope parliament backs would require certain time to reload judicial authorities," Justice Minister Pavlo Petrenko said last week during a Radio Liberty program.

He said that it would take much time, a couple of years to renew judicial authorities.

Petrenko said that it would commence from the Supreme Court and higher courts, and eventually it would touch courts of appeals and local courts.

"We're designing a package of interim transit laws for this period foreseeing the creation of ad hoc courts. This is a concept. We will present it in the near term," he said.

He said that ad hoc courts should be created to remove risks of offsetting the work of anti-corruption authorities.

He said that the concept provides for the creation of business courts with involvement of foreign arbitrators as an option in order to increase the number of lawful court decisions.
