Donbas special status provision may be transferred from draft constitutional amendments on decentralization to judicial reform amendments

The provision on the special procedure of local government in some areas of Donetsk and Luhansk regions may be transferred from the draft amendments to the Constitution of Ukraine on decentralization to the draft amendments to the Constitution on judicial reform, first deputy head of the Poroshenko Bloc faction, Ihor Kononenko, has said.

"I understand that it won't be easy to find 300 votes [required for the proposal to pass], taking into account paragraph 18 of the transitional provisions of the draft law (where there is a reference to the law on the special procedure of local government in some areas of Donetsk and Luhansk regions). I think that a compromise could be made through transferring this controversial item to another part of the amendments on immunity (the so-called judicial part). Meanwhile, the amendments on decentralization which do not raise any questions, for which we do will be able to find 300 votes in the session hall, will be put to the vote in December. Then two years later, we will have yet another local election," Kononenko said in an interview with the Segodnya newspaper, which was published on Monday.

As reported, on August 31, the Verkhovna Rada preliminarily approved the presidential bill (No. 2217a/P1) on amending the Constitution of Ukraine regarding the decentralization of power. The adoption of these constitutional amendments is envisaged by the Minsk agreements, therefore the bill proposed by Ukrainian President Petro Poroshenko contains a provision stating that the special procedure of the local government in some areas of Donetsk and Luhansk regions is outlined in a separate law.
