Second round of mayoral elections to be held in at least 27 Ukrainian cities on Nov 15

The Ukrainian Voters Committee forecasts that a second round of local elections will be held in about 30 cities of the country.

"The second round of elections will be held in at least 27 Ukrainian cities on November 15," head of the committee Oleksiy Koshel said at a press conference in Kyiv on Thursday. He noted that the run-off would be held in 18 regional centers.

The first round of elections was enough for a candidate to win 50% of the ballot plus one vote in four cities, he said. "These cities are Kharkiv, Odesa, Lysychansk and Ternopil," Koshel said.

The situation may be complicated in those cities, where the margin between candidates remains small, he said. "This means that there will be high competition and tough contests for votes with the use of the whole scope of election technologies, including illegal," Koshel said.

He said that, according to the Ukrainian Voters Committee's estimates, preliminarily the margin between candidates who won the first and second places in the elections makes up at least 3% of the vote in five cities, namely Khmelnytsky, Ivano-Frankivsk, Zhytomyr, Chernihiv and Poltava. This also points to the competition between them and illegal technologies in the contest for votes, Koshel said.

The head of the committee said the Ukrainian Voters Committee expects that in theory there should be fewer problems regarding the ballot papers for the second round than in the first round. "I believe that attention should be drawn to the very quality of the text of the ballot papers, so there will be no technical mistakes there and this will not result in problems," Koshel said.

Besides, Koshel said that during the elections new pseudo-sociological structures and organizations, which present false information about surveys, frequently appear. "Taking into account the tough competition in those cities [where the second round will be held], we also predict wars of pseudo-exit polls and pseudo-sociology for this period of time," he said.
