Elections in Donbas can be held when situation is safe there - Ukrainian foreign minister

It is impossible to hold elections in Donbas territories where foreign troops and weapons are stationed, Ukrainian Foreign Minister Pavlo Klimkin has said.

"Under every criterion of the international law and every criterion that we have, elections are impossible by definition in the territory where foreign troops or foreign weapons are staying," the minister said, answering questions of parliament deputies in the Verkhovna Rada on Wednesday.

It will be possible to hold elections in the territories uncontrolled by Kyiv only upon their demilitarization, the minister said. "Any elections will be impossible without the demilitarization of Donbas," Klimkin said.

He added that the OSCE observers must have full access to the entire Donbas territory and the border between Ukraine and Russia.

"The OSCE/ODIHR is the one to draw a preliminary conclusion about security levels for the purpose of holding the elections. If there is no security, any elections will be out of the question," Klimkin said.

He said that the sides to the Paris negotiations agreed to call off elections in the Donbas territories controlled by the militants.

"As of today, our absolute priority is to coordinate the terms of the elections and, secondly, to agree on election modalities: how to address peculiarities of these elections, for instance, how to ensure the voting and electivity of displaced people," Klimkin said.
