Law on special self-govt in parts of Donbas will be enforced only after fulfillment of certain Kyiv's conditions - Poroshenko

Ukrainian President Petro Poroshenko has said that the law on a special procedure of local self-government in individual districts of Donetsk and Luhansk regions adopted by parliament will come into force only after the fulfillment of a number of conditions.

"The Verkhovna Rada discussion of the draft amendments to the Constitution concerning decentralization developed into a debate on the key problem that troubles all of us - the question of war and peace. The debate proved so heated that it requires a calm analysis and careful dotting of all it Is," Poroshenko said in his message to the nation posted on the presidential website on Sunday morning.

Verkhovna Rada has sent a relevant draft to the Constitutional Court but not all factions of the coalition support it, he said. "Individual factions which I regarded and continue to regard as my partners suddenly attacked my peace plan. The plan that our European and U.S. friends and partners recognized as a single option of returning the occupied districts of Donbas under Ukrainian sovereignty in a purely political and diplomatic way," Poroshenko stressed.

"Such a law can come into force only after the fulfillment of a number of preliminary conditions. These conditions include the disarmament of militants and the withdrawal of Russian troops and the restoration of our control over the entire Ukrainian-Russian borderline and honest, free and democratic local elections. Isn't that what we are striving to?" the president noted.

"I will bend every effort to persuade the deputies to support these amendments before the final vote in autumn. What would the failure of this reform mean? Firstly, an end to the international coalition in support of Ukraine and after that the apparent escalation of violence in Donbas in which we would remain face to face, one on one with the aggressor," Poroshenko stressed.

He noted the effectiveness of the actions of the international coalition in support of Ukraine, in particular, the importance of the adoption of sanctions and the isolation of Russia.

"The entire world diplomacy is helping our glorious Ukrainian military to keep defenses from the enemy on the eastern boundaries in our patriotic war for independence. Steadily keeping arms in our hands we feel support from the broad international pro-Ukrainian coalition and I will not let anyone inside the country destroy this alliance; strip us of such an advantage. Unfortunately, such an attempt did take place and lamentable as it is it happened nowhere else than in Ukraine's Verkhovna Rada," Poroshenko stressed.
