Rada may name districts in Donetsk, Luhansk regions subject to self-government next week

The Verkhovna Rada of Ukraine may decide which districts of Donetsk and Luhansk regions will be granted self-government status next week, first deputy presidential chief of staff Vitaliy Kovalchuk has said.

"Let me remind you that compiling the list of the districts and territories which should have special local self-government is determined by the Verkhovna Rada through the adoption of the respective resolution. We don't exclude that next week such a resolution will be considered during the relative parliament's sitting," he said at a briefing in Kyiv on Thursday.

The participants in the Trilateral Contact Group for settling the crisis in Ukraine signed a document entitled the Package of Measures for the Implementation of the Minsk Agreements on February 12.

According to the document, starting from the first day of the withdrawal of heavy weapons, a dialogue will be launched on the procedure of local elections in line with Ukrainian legislation and the law of Ukraine 'On the temporary procedure of local self-government in certain districts of the Donetsk and Luhansk regions' and on the future regime of these districts, based on this law.

"Without delay and no later than 30 days after the signature of this document, the Verkhovna Rada shall pass a resolution indicating the territory to which a special regime shall be applied in line with the law of Ukraine 'On the temporary procedure of local self-government in certain districts of the Donetsk and Luhansk regions' based on the contact line determined by the Minsk Memorandum of September 19, 2014," reads the document.
